You notice the weight of a cargo bike whenever the motor is not helping: pushing it up a ramp, lifting the front wheel over a kerb, carrying it up three steps or riding above 25 km/h, where the assistance stops. A bike under 30 kg is also much easier to turn around in a hallway or load onto a train.
Most models under 30 kg are compact cargo bikes and short longtails with 20-inch wheels and a single battery. The saving comes from a shorter frame and less equipment, so you get a smaller battery, a lower payload and less room for passengers than on a full-size longtail or front loader.
Manufacturers often state the weight without battery, pedals or accessories, so ask what the figure includes. Compare the permitted total weight as well: a light bike that carries 180 kg in total is worth more than a slightly lighter one rated for 150 kg. And be realistic: 28 kg is easy to push, but not something you carry to the third floor every day.
