At this price you mostly find compact cargo bikes and simple longtails with a rear hub motor or an entry-level mid-drive, a derailleur and a battery of around 400 to 500 Wh. Electric front loaders and trikes are rare here. For one child, the weekly shopping and a flat or gently hilly city, that is enough.
A hub motor pulls less strongly than a mid-drive on a steep hill with a full load, and a smaller battery means roughly 30 to 50 km with cargo. Payload and permitted total weight are often lower than on dearer models, so check both before you plan to carry two children. Do not compromise on brakes: hydraulic discs are a must on a loaded bike.
Add child seat, footrests and rails to the price: accessories easily cost €200 to €500. Ask where the bike can be serviced, because not every workshop accepts brands sold only online. Prices change, and last year's models from larger brands sometimes fall below €3,000, so check the current offer in the shop.
Some longtails in this range are approved for two children. Check the rear rack rating and the permitted total weight, and expect the motor to work hard on hills.
In a flat city with moderate loads, yes. For steep hills with children on board, a mid-drive with 70 Nm or more is the better choice.
Many cities and regions in Europe subsidise cargo bikes, but the programmes change often. Ask your municipality before you buy, because most require the application first.
